There isn`t munitipial taxi in St.-Petersburg (unlike Madrid or London). All taxi services — commercial. Important moment: never take taxi near aiport or railroad stations — you`ll paid a lot of money — 5-10 times more (so in all russians cities). I`m advice order taxi by internet or by phone (I can`t to advertise — search phones taxi companies or answer in info service in airport). Middle price transfer from airport Pulkovo to center of Saint-Petersburg — 1000-1500 rubles (~12-20 €). Middle taxi price in city — 300-500 rubles (~3-7 €).
